Just a thought...

Are you choosing single user install or multi-user install. If you use single-user install it should ask you for the locations of both the program and data directories and an install over top should work just fine.

If you happen to be choosing the multi-user install option then it is maybe installing new data files in an alternate location and that is why you dont have any of your settings

Like I said, just a thought...
